SACRAMENTO POST ELECTION RUMOR MILL One of the favorite pastimes of the
denizens of the Sacramento political scene is speculation on who is likely to be appointed
to key positions in a new administration. Since it has been 24 years (1974) since a new
Democratic Governor took office, the speculation is lively. One of the key positions that
will affect community college districts is the Director of Finance. Since this office
constructs the Governor's financial plan, the role is a critical one. Two of the leading
names being bandied about for high level roles in this area are former Assembly Member
Phil Isenberg and Senate Staff Member Tim
Gage. Isenberg represented Sacramento in the Assembly until being termed out. Gage is a
long time Capitol staffer who has served in several key fiscal positions in the Capitol
including a stint as Staff Director for the Assembly Ways and Means Committee.
Interestingly, Phil Isenberg served as the Assembly Ways and Means Committee Staff
Director in the early 1970s before leaving to run successfully for the Sacramento City
Council and later Mayor. Either or both would be excellent choices.
PROPOSITION 1A FINAL TALLY ON FUND RAISING After the final trickle of funds,
the final total on Proposition 1A funding is $185,730. This exceeds the previous highest
contribution level of $179,711 that was achieved for the June 1994 Proposition 1B campaign
that failed.
Recognizing that it is difficult to effectively initiate a fundraising apparatus on a
short timeline, districts came through very well. Several made yeoman effort to make their
goals and many succeeded. A few succeeded beyond any reasonable level of expectation. Kern
(550%), Lake Tahoe (360%) and Palo Verde (200%) certainly stand out; however, Citrus
College contributes their goal to Californians for Higher Education every year regardless
of the existence of a bond measure. There is clearly a need to develop and ongoing
fundraising mechanism for future bonds.
