COMMUNITY COLLEGE PROPOSITION 1A CAMPAIGN FUNDRAISING EFFORT UNDERWAY — The fundraising campaign for Proposition 1A has begun in earnest. Each Chancellor, President and CBO has received a letter from the fundraising chair for the community colleges, Dr. Louis Zellers, President of Citrus CCD. The letter included each district's goal, a series of suggestions regarding how funds can be raised, and a list of dos and don'ts regarding fundraising by public entities and their employees.

Dr. Zellers has selected a group of CEOs to assist him in his efforts to secure the funds to meet our campaign goal. These CEOs will be contacted in the next few days and be asked to "ride herd" on up to a half dozen other CEOs to assure everyone is on board to meet the goal.

The community college goal is to raise $338,000 as quickly as possible. Speed is of utmost importance in order to secure good television time slots, and to run a well coordinated campaign. Early efforts are of extreme critical in this effort.

The attached sheet shows the goal of each district as well as the contributions that have been received to date. The goal is determined by the FTES enrollment of each district in 1996-97 and allocated on an approximately 36¢ per FTES basis.

 

TWO KEY BILLS SIGNED BY GOVERNOR — Earlier this week the Governor signed two key bills which CCFC has either sponsored or supported.

 

AB 1921 (Scott) was signed in law as Chapter 657 of 1998. This measure permits limited waiver of some statutory provision regarding the use and disposition of real property. It also extends to community colleges the authority now available to K-12 school districts to set up a process of prebid qualifications for construction projects. While the bill encountered some opposition on the Assembly Floor, the Governor signed it. The bill essentially codifies a practice that many districts have already been using with either the tacit consent of their county counsel, or without his or her knowledge.

 

AB 425 (Baldwin) was signed into law as Chapter 610 of 1998. This measure extends a K-12 authorization to lease commercial buildings for school facilities. AB 425 goes further by allowing community college to either lease or purchase commercial facilities for instructional space provided that the building is deemed to substantially comply with the Field Act.

Both of these measures will be covered at the CCFC 5th Annual Conference.
