Community College Facility Coalition Legislative Update March 19, 1999 Phone (916) 441-3300 BUDGET HEARINGS FOR CAPITAL OUTLAY PROJECTS SET Both the Senate and Assembly budget subcommittees for education have scheduled their hearings for higher education capital outlay. All three sectors are scheduled for hearing as follows: Senate Wednesday, April 14th, 1:30 PM in Room 113 of the State Capitol, and Assembly Wednesday, April 21st. 4:00 PM in Room 447 of the State Capitol. Except when Assembly Member Jack Scott chaired the Assembly Budget Subcommittee, UC usually goes first, CSU second and community colleges third. Although Mr. Scott no longer chairs that subcommittee, his replacement, Assembly Member Sara Reyes, is also a community college person. We can hold out hope that community colleges will lead off the 4:00 PM Assembly Subcommittee meeting.
LATE PROJECTS APPARENTLY ON TRACK The 13 additional facility projects that were approved by the Board of Governors in November appear to be on track for inclusion in the Governor's Budget by way of a Department of Finance (DOF) Augmentation letter. DOF has apparently raised no questions or objections to the projects as recently as this week. These projects, affectionately referred to as "The November 13" are as follows:
April 1st is the ominous date that more information should be known, however, it could be as much as two weeks later. At one point early in the legislative session both houses were attempting to wrap up their budget activity early in May. While the capital outlay hearings are significantly earlier than usual, the subcommittees are scheduled well into May, similar to all preceding years. It looks like all effort for an early budget has been abandoned.
JOINT-USE BECOMING HOT TOPIC CCFC drafted a bill to help expedite the funding of joint K-12 and community college facility projects. This measure has been introduced by Senator Charles Poochigian as SB 1203. Since the introduction of the bill a number of community college and school districts have expressed an interest in the issue. The measure has the following three major components:
SB 1018 (Dunn) also deals with joint K-12 and community college projects, and is very similar to SB 2159 (Greene) of last year which was also sponsored by CCFC. It was vetoed by the Governor. | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
