HEARING ON DELAYED PROJECTS APT TO BE POSTPONED — The scheduled hearing for higher education capital outlay in the Senate Budget and Fiscal Review Subcommittee No. 2 on Wednesday, April 14, 1999, will probably not include the late submitted projects. The projects approved by the Board of Governors at its November 1998 meeting, and not included in the Governor's initial budget, have been added by a Department of Finance letter in late March. The projects are those listed below:

I have spoken with the Legislative Analyst (LAO) and the Subcommittee consultant regarding these projects. The LAO indicate that they have not reviewed the projects and will not be ready to address any issues specific to the projects. The Subcommittee is generally amenable to giving time for review.

It is unlikely that any issues specific to any project will be discussed. If you choose not to attend the hearing due to the unlikelihood of the project being heard, nothing bad will happen. The worst case scenario is that the project will be put over to a subsequent hearing to allow time for your participation.

This is likely to occur regarding these 13 projects in the hearing scheduled in the Assembly for next Wednesday, April 21, 1999.

I will be at both hearings and report on the outcomes.
