2 KEY FACILITY BILLS SCHEDULED FOR HEARING IN ASSEMBLY HIGHER EDUCATION COMMITTEE ON JUNE 29TH. The following bills are scheduled for hearing before the Assembly Higher Education Committee on Tuesday, June 29th.

SB 1203 (POOCHIGIAN) — This measure, sponsored by the CCFC, would direct the Board of Governors to establish a high priority for community college facility projects that provide at least 30% of the project cost from non state sources, and K-12/community college joint use projects that otherwise meet the facility criteria in the current approval process of the Chancellor's Office and the State Allocations Board (for K-12 components).

A third element is an interim funding mechanism, which would enable high quality joint K-12 and community college projects to be funded on an interim basis through the California School Finance Authority. These projects would need to meet the usual facility criteria of the Chancellor's Office, but would be eligible for interim funding while awaiting permanent funding from future bonds. The cost of the interim funding would be a burden of the recipient of the interim funding. The advantage of the interim funding would be to allow qualified joint community college and K-12 projects to proceed on a timely basis, rather than languish on a waiting list until bond funds are available.

SB 1283 (POLANCO) — This measure would establish a program of funding for community college modernization projects. This measure is modeled after the K-12 modernization program which is funded from a specific allocation in the statewide bond measures. This program has been in existence for K-12 for several decades. In recent years the demand for K-12 modernization funds have increased dramatically as building continue to deteriorate through the aging process.

Modernization funding is allocated in K-12 on a project basis by the State Allocation Board for facility projects that exceed the capacity of deferred maintenance funding.

SB 1283 is not clear on the funding source other than to provide for funding in future budget act or other legislation.

CCFC is in support of both of these measures and urges members to send letters of support to the Assembly Higher Education Committee.
