GOVERNOR'S BUDGET HIGHLIGHTS — Governor Davis released his budget yesterday noon, and provided expected workload adjustments and focused his primary efforts on teacher training and recruitment. Blessed with continued revenue growth, most agencies will receive adjustments for cost of living and growth.

Specifically, community college expenditures will increase by 6.5 over the current year. The major budget adjustments include a 2.84% COLA at a cost of $103.1 million and a 3% growth factor at a cost of $105.7 million. The Partnership for Excellence is increased by $25 million to $170 million.

In the facility and equipment areas, $49 million is provided for Instructional Equipment and Library Material Replacement (an increase of $5.0 million), another $49 million for Scheduled Maintenance and Special Repairs (an increase of $10.0 million)

The capital outlay budget provides $290,194,000 for 82 facility projects. This is approximately $19 million less than requested by the Board of Governors. The omissions from that request list are: 3 seismic retrofit projects at Cerritos College, and construction funds for a Gym at San Diego City College and a Technology Center at San Joaquin Delta College. There are minor adjustments in the remaining 82 projects which follow:
