ASSEMBLY AND SENATE SEND BUDGETS TO CONFERENCE — This week both the Senate and Assembly went through their procedural requirements to get each House’s version of the 2001-02 Budget to the Conference Committee. This annual ritual is necessary in order to resolve the differences between the two budget versions. The start of the Conference Committee has been scheduled for 4:00 PM on Sunday, June 3rd (don’t ask). The Constitutional deadline for completion of their work is June 15th. Although history has seen this deadline missed frequently, there seems to be an aura of responsibility permeating the Capitol in recent years and conscientious efforts are made to meet the deadline. The Governor has until midnight June 30th to complete his action on the Conference Committee budget.

The following table shows the action on community college capital outlay projects from the initial BOG request to the Governor’s Budget and finally the actions in both the Senate and the Assembly. Although some of the projects fell by the wayside in this process, one good aspect of the process is that the two Houses took exactly the same actions. This is good news, since none of the items will be subject to Conference Committee actions and thus not at risk. Lightning has been known to strike a project in this situation, but it is extremely rare.

The Chancellor’s Office is still working on the possibility of adding the new starts that were in the BOG request, but failed to make it into the Governor’s Budget. If this happens, it will be done in the Conference Committee, and would require a shift of funding between UC, CSU and the Community Colleges in order to avoid a potential Proposition 98 impact. All the sectors have agreed to the proposal, but support from the Administration and the Department of Finance will be essential, which does not look too encouraging at the present time.

Other facilities-related action in the budget include: (1) reduction of Scheduled Maintenance funding from $59 million to $49 million; (2) reduction of Instructional Equipment and Library Materials Replacement from $59 million to $49 million; (3) Telecommunications and Technology Infrastructure at $44.3 million, as originally budgeted, and; (4) One-time funds for the excess cost of natural gas and electricity — $23 million for 2000-01 and $26 million for 2001-02.

C.A.S.H. AND CCFC JOIN ON BOND POLL — The Coalition for Adequate School Housing (C.A.S.H.) and CCFC have engaged the polling firm of Fairbank, Maslin, Maullin & Associates to conduct a poll regarding the public attitude about an education bond for March 2002. Among the issues to be explored is the issue of the size of the bond. The polling started on May 29th and will continue for 4 days. Results should be known early next week.
