55% LOCAL BOND APPROVAL AUTHORIZATION CHANGES THE PLAYING FIELD — Many Capitol denizens expected the approval of Proposition 39 in November 2000 to dramatically alter the school facility milieu for K-12. This has certainly been the case in that a higher percentage of 55% elections are being approved. However, the most dramatic impact has been in the community colleges. Five 55% elections have been attempted by community college since November 2000 and all five have been success full. The following tabulations shows the history of community college elections since the ability of local districts to seek bond elections was restored in 1986 after having been repealed by the enactment of Proposition 13 of 1978.

Prior to the enactment of Proposition 39 it had taken 15 years for 25 community college elections to occur — a period during which more than 800 K-12 bond elections were attempted. We are in the process of surveying counties for bond elections which are proposed for March 5, 2002, and with only 28 counties reporting so far, there are nine community college districts with scheduled elections, as follows:
