BUDGET STALLS AFTER CONFERENCE COMMITTEE’S FINAL ACTION — The final steps in getting the 2001 Budget Act on the books involve passage by both houses and a signature by the Governor. Since it requires a 2/3 vote, the minority party is able to withhold votes in order to leverage their issues before releasing the budget.

The good news from the perspective of community college facilities is that the Conference Committee added back into the budget, the planning and working drawing phase projects that were approved by the BOG but rejected by the Department of Finance. While the initial request was for pw (planning and working drawings) the budget now calls for planning only. This reduced the size of the request from around $25 million to around $12 million. A few of the projects do not fall in this category of reduction from pw to p.

There are sufficient funds remaining in the community college portion of the Proposition 1A bonds to fund these projects, but the Department of Finance (DOF) is opposed because of out year costs. The risk to these projects is the Governor’s veto, which will likely be recommended by the DOF. If you have an inside track to the Governor or through a Legislator, now is the time to urge that these projects remain in the budget.. It is unlikely that some will stay and some will go — it’s probably an all or nothing issue.
