GOVERNOR’S BUDGET FOR COMMUNITY COLLEGES EXCEEDS BOG REQUEST — For the first time in recent memory the Governor’s Budget has greater funding and more projects than the November request of the Board of Governors (BOG). The attached pages show the specific detail for each district, but the BOG request of $318,011,000 for 78 projects was trumped by the Governor’s proposed budget level of $345,558,000 for 82 projects.

In Sacramento gifts are never straight-forward, and this one is uniquely structured. Eleven of the projects in the Budget are proposed for funding with revenue bonds. Veterans of the facility funding process will recall that revenue bonds were used in the 1980s and early 1990s to provide facility funding when there was little general obligation bond funding available. The revenue bond funded projects are divided between 7 projects in the current (2001-02) fiscal year totaling $108,689,000 and 4 projects totaling $61,779,000 in the budget year (2002-03). As indicated by the size of the appropriations, these are all construction phase of already approved projects. This is part of the Governor’s Economic Stimulus package which also includes projects for UC and CSU. The total revenue bond package is $678 million.

Eight projects have the good fortune of being funded by the remaining 1998 Proposition 1A funds for a total of $13,246,000. These projects are fortunate, because they are the only ones for which funding is already available.

Sixty-three projects are proposed in 2002-03 for a total of $161,844,000 to be funded by a general obligation bond to be proposed for approval by the electorate at the November 2002 General Election.

The revenue bond funding for the 11 projects designated for this source will require approval by the Legislature. The likely approach for the 7 projects approved from this source for the current year is an appropriation during the special session of the Legislature that has been called to make reductions in the current year budget as well as enact legislation to accelerate certain public works projects. The other 4 revenue bond projects will likely be contained in the 2002-03 Budget in the same manner as revenue bond projects were approved in prior years.

The downside of the use of revenue bonds is the fact that when they were used in prior years, the community colleges Proposition 98 allocation was burdened with the debt service required on those bonds. Whether that approach will be taken by the Administration on the new use of revenue bonds is unknown at this time. The Legislative Analyst has routinely opposed the use of revenue bonds because they generally are more costly to issue than general obligation bonds.
