Community College Facility Coalition Legislative Update — January 15, 2002 CCFC Phone 916.446.3042 BILLS INTRODUCED TO IMPLEMENT GOVERNOR’S ECONOMIC STIMULUS PROGRAM — Yesterday, two bills were introduced in the Senate to carry out the economic stimulus program that the Governor outlined in his State of the State address last week. The first bill, SB 1 (Peace) of the 3rd Extraordinary Session implements the mid year cuts to appropriations made by the Budget Act of 2001, which was signed last summer. This measure simply reduces the appropriations in the current year budget that the Governor has previously indicated were necessary to help close the gap between revenues and expenditures in the current year.The other measure is SB 3 (Alarcon) of the 3rd Extraordinary Session. This measure proposes the appropriation of $678,289,000 in revenue bond funds for economic stimulus. The lion’s share of these appropriations are for higher education projects that were previously announced with the introduction of the Governor’s Budget late last week. Specific appropriation language for the community colleges amount of $170,478,000 is reflected below. Unlike earlier expectations that the current year revenue bond projects would be appropriated in the current year by a special bill and the remainder in the Budget Act of 2002, all eleven projects are proposed to be appropriated in SB 3. (6) The sum of one hundred seventy million four hundred sixty-eight thousand dollars ($170,468,000) to the Board of Governors of the California Community Colleges for the following projects: (A) Eight million nine hundred seventy-five thousand dollars ($8,975,000) for Rancho Santiago Community College District, Santiago Canyon College project 40.48.118-Learning Resource Center Construction and equipment. (B) Seventeen million three hundred forty-three thousand dollars ($17,343,000) for State Center Community College District, Madera County Educational Center project 40.64.302-Academic Facilities, Phase 1B -Construction and equipment. (C) Thirteen million nine hundred ten thousand dollars ($13,910,000) for Sequoias Community College District, College of the Sequoias project 40.56.110-Multimedia Learning Resource Center Construction and equipment. (D) Seventeen million five hundred twenty thousand dollars ($17,520,000) for Victor Valley Community College District, Victor Valley Community College project 40.66.115-Advanced Technology Complex - Construction and equipment. (E) Twelve million five hundred fifty-five thousand dollars ($12,555,000) for San Luis Obispo County Community College District, Cuesta College project 40.51.111-Library Addition Reconstruction Construction and equipment. (F) Ten million five hundred forty-eight thousand dollars ($10,548,000) for Mount San Jacinto Community College District, Menifee Valley Center project 40.34.211-Learning Resource Center Construction and equipment. (G) Thirty-five million seven hundred seventy thousand dollars ($35,770,000) for Los Rios Community College District, Folsom Lake Center project 40.27.502-Instructional Facilities, Phase 1B Construction and equipment. (H) Eight million four hundred thirty-eight thousand dollars ($8,438,000) for Citrus Community College District, Citrus College project 40.09.120-Math/Science Building Replacement Construction and equipment.
