55% VOTE CREATES LANDSLIDE OF SUCCESSFUL BOND ELECTIONS — The 2002 Primary Election saw a record number of bond and parcel tax elections. Thanks to the success of Senator O’Connell’s Proposition 39 15 months ago, a larger majority of these efforts sought approval of a 55% majority, rather than the traditional 2/3 majority.

Out of a total of 83 elections five were for parcel taxes or Gann Limits. The remaining 78 elections were for bonds, of which 73 were under the aegis of Proposition 39 — 65 passed and 8 failed. There were a total of 5 attempts at a 2/3 approval and only one is known to have succeeded. One of these, Rocklin Unified in Placer County, is on the cusp on the failing side.

All 14 of the community college measures on the ballot were 55% efforts, and 13 of them were successful. The lone failure was West Valley-Mission CCD measure for $268+ million, which garnered 50.7% yes votes. An unusual angle on this one is that bond and parcel tax elections have historically had a very high percentage of approvals in the San Francisco Bay Area. A contributing factor may have been the simultaneous effort of 9 K-12 Santa Clara County school districts seeking approval for a total of approximately $1.0 billion in school bonds. One of the K-12 bonds also failed to reach the required 55% threshold.

In all $2.3+ billion in community college bonds were approved. Clearly, the 55% factor has changed the school and community college local bond landscape. Return data is still not totally complete.

On the K-12 side approximately $4.2 billion were approved and $562 million failed.

It is apparent from this election outcome, that the K-12 and community college bond efforts are interactive. One could conclude from the results in Santa Clara County that, even in an education friendly environment, the ballot can be overloaded. Of course, many other factors play into the equation, not the least of which is the impact of the current recession on this region. Nonetheless, some degree of regional coordination and cooperation might improve the prospects for success in future elections.

With the enormous number of bonds, much time was required to tally the outcome. CCFC wishes to thank CCLC for precise community college information, C.A.S.H. for its quick data collection and School Services of California which has been compiling this information since bonds were reauthorized in 1986. The K-12 data is not quite complete, but the attached pages depict the extent of bond activity at the March 5, 2002 election. Community college elections are in bold.

CCFC AND C.A.S.H. TO JOINTLY SPONSOR APRIL BOND WORKSHOPS — Planning is underway for CCFC and C.A.S.H. to cooperate on two workshops regarding managing local bonds. The Workshops will be held on April 23 in Sacramento and April 26 in Ontario. The workshop agendas will include such issues as: Authorized Expenditures, Arbitrage Issues, Timing and Improvements, Keeping Faith with the Voters, Working with Oversight Committees, Taxation Levels, Accounting Requirements, and State Program Requirements.

Announcements will be forthcoming regarding the time, places and fees for the workshops.
